CWO Waugh was appointed RSM 2 PPCLI in June 2009.

Chief Warrant Officer Waugh was born in Cold Lake Alberta on 28 March, 1962 and grew up in Comox British Columbia. He joined the Canadian Forces in October of 1980 and after completing his basic training, he was posted to 3 PPCLI at Work Point Barracks, Esquimalt B.C. He served with C and A Coy 3 PPCLI as a Section Commander until August 1985 at which time he was posted to D Coy 2 PPCLI in Baden Solingen Germany.

He remained with D Coy for a short period of time before moving to Reconnaissance Platoon. While there he was employeed as a Section and Group Commander until after the Battalion's return to Canada in 1988. in 1989, he moved to A Coy as a Platoon Warrant Officer and in 1990 deployed to Cyprus with Rural Coy in the same capacity. In the fall of 1990, he departed the Canadian Forces, re-joining in 1991 and was posted as support staff to the Grey and Simcoe Foresters in Owen Sound Ontario.

In 1992, he was posted to the Canadian Forces Leadership Academy in Borden, Ontario as a JLC instructor and Standards NCO. In 1995, he returned to 2 PPCLI working with C Coy for a short period of time and then returned to Reconnaissance Platoon as the Platoon Warrant Officer. In 1997, Recce Platoon was re-rolled into 1 Platoon A Coy and then deployed to Bosnia on Roto 0. Returning from Bosnia, he was employeed as the Battalion Operations Warrant Officer untill 1999 when he became the Company Quartermaster for C Coy. In 2000, he deployed again to Bosnia in that capacity returning in 2001.

On the Battalion's return in 2001, the announcement of 2 PPCLI's move from Winnipeg to Shilo was confirmed and he was posted as one of the first three Patricia's to Shilo as the 2 PPCLI implementation cell. In 2003, the cell grew into the 2 PPCLI Advance Party and he became the CSM of that organization. The summer of 2004 marked the arrival of the Battalion in Shilo at which point he became the CSM of B Coy. In 2005, he was posted to Kingston as the DP2 Desk Officer in the Non Commisioned Member Professional Development Cell in the Canadian Defence Academy.

Returning to 2 PPCLI in 2007, he was appointed the QMSI and deployed with the Battalion on Task Force 1-08 (Afghanistan) as the QMSI and as the CSM of the reformed Adm Coy/HQ and Service Coy. On return from TF 1-08, he re-assumed the duties of QMSI of 2 PPCLI.

RSM Waugh is the youngest of 4 siblings. He and his wife Sherri and their youngest daughter, Molly, live in Brandon.
